Some tribal gaming operators believe they have the sovereign right to regulate whatever they want... some abide by state laws. It can vary from one tribe to another, so I can't really say what the ones in New York believe That said, my best guess is that Stars Group would not violate state law. Poker was damn near passed there this year, so to me this seems like a way to be ready when online poker becomes regulated... so they must anticipate it passing at some point. Hopefully soon!
